Our story

Allstate Dewatering has kept Houston sites dry since 1998. This includes critical municipal work, such as the groundwater-control repair at the Easthaven Wastewater Treatment Plant.

Tri-State Civil Construction acquired our Houston operations in 2026, bringing expanded resources to our yard. Today, we leverage our deep local experience and these new capabilities to design and operate dewatering systems for projects of all sizes.

Leadership

Sean Xu is a licensed professional engineer. Before founding Tri-State Civil Construction in 2017, he worked as a project engineer and manager for technical construction projects in the New York metro area.

In 2026, the U.S. Small Business Administration named Sean Xu the New Jersey Small Business Person of the Year. He joined fellow honorees at the White House to meet with President Trump.

Licensed, Bonded, and Insured

We maintain required municipal contractor licensing along with bonding and insurance coverage.

Specific license numbers, safety ratings (EMR), and custom Certificates of Insurance (COIs) are always available upon request.

Permitting

Texas construction sites require strict compliance with TCEQ rules, applicable local groundwater district rules, and municipal discharge guidelines.

We manage the entire process—from initial sampling and permitting strategy to agency follow-up and closeout reporting. This gives you a single point of contact, fewer project delays, and a discharge plan built for regulatory compliance.
